Salvation Army Homes

We are looking for a Junior Building Compliance Manager - on a 6 month fixed term basis - to support the delivery of a safe, compliant, and well-managed housing portfolio across the UK. Reporting to the Compliance M&E Manager within the Asset Team, you will play a key role in managing and developing a team of Compliance Officers, ensuring statutory and regulatory compliance obligations are consistently achieved across all properties. This is an opportunity to help shape building compliance services, drive continuous improvement, and contribute to the safety and wellbeing of residents and communities.

As part of the Asset Team, you will oversee the delivery and monitoring of key compliance disciplines including gas safety, electrical safety, fire safety, water hygiene, asbestos management, lifting equipment, and wider building safety requirements. Working closely with internal stakeholders, contractors, and regulatory bodies, you will support the implementation of compliance strategies, ensure accurate performance reporting, and assist in managing risk across the housing portfolio. You will be responsible for coaching and supporting Compliance Officers, promoting high standards of performance, accountability, and customer focus.

The role requires a proactive and collaborative leader who can effectively manage competing priorities within a national housing environment. You will contribute to the development of policies, procedures, and assurance frameworks, helping to strengthen governance and compliance performance across the organisation. This is an excellent opportunity for an aspiring compliance leader to develop their management experience, influence positive change, and make a meaningful impact on resident safety and asset integrity.

What you’ll be doing
  • Lead a team of Compliance Officers, providing effective supervision, coaching, and performance management to ensure the successful delivery of building compliance activities.
  • Support and deliver statutory compliance programmes across the housing portfolio, including gas, electrical, fire, water hygiene, asbestos, lifting equipment, and building safety requirements.
  • Drive continuous improvement in compliance performance, processes, and reporting to enhance service delivery, assurance, and resident safety.
  • Work with internal departments, contractors, consultants, and regulatory bodies to coordinate inspections, remedial works, and compliance-related initiatives.
  • Ensure compliance with all relevant legislation, regulatory standards, policies, and procedures through robust monitoring, auditing, and risk management activities.
  • Monitor and report on compliance performance, identifying trends, risks, and areas for improvement while supporting informed decision-making across the Asset Team.
  • Contribute to the organisation's wider asset management and resident safety objectives by promoting a culture of compliance, accountability, and continuous improvement.

What you’ll bring

  • Relevant experience in building compliance, asset management, property services, or housing, with experience of supervising teams and delivering statutory compliance programmes across a residential property portfolio.
  • Strong leadership, communication, and stakeholder management skills, with the ability to motivate and develop a geographically dispersed team of Compliance Officers to achieve high-performance standards.
  • Experience of managing and monitoring compliance activities relating to areas such as gas safety, electrical safety, fire safety, water hygiene, asbestos management, lifting equipment, and wider building safety obligations within a regulated environment.
  • Strong analytical and problem-solving skills, with the ability to interpret performance data, identify risks, prioritise actions, and implement effective solutions to maintain compliance and improve service delivery.
  • A values-driven approach, with a commitment to resident safety, customer service excellence, accountability, and continuous improvement that aligns with the organisation's mission and values.
  • Ability to build effective working relationships and influence a wide range of stakeholders, including contractors, consultants, operational teams, senior managers, and regulatory bodies.
  • Ability to manage multiple priorities and work proactively in a fast-paced environment, ensuring compliance targets, statutory deadlines, and organisational objectives are consistently achieved.

Desirable Criteria

  • Professional qualification or membership relevant to building compliance, building safety, housing, asset management, or health and safety.
  • Experience working within the social housing sector and knowledge of the regulatory framework governing housing providers in the UK.
  • Understanding of compliance management systems, assurance frameworks, and performance reporting tools.
  • Knowledge of the Building Safety Act, Social Housing Regulation requirements, and associated compliance legislation and guidance.

Working Arrangements

This role operates on a hybrid working basis, combining home working with attendance at offices and operational sites as required. The post holder will also be expected to participate in the out-of-hours emergency on-call rota to support the delivery of a responsive and effective service. Regular travel to offices, residential sites, and other locations may be required to meet business needs and support operational activities.

Our Offer

In return, we offer a competitive and supportive benefits package, including:

  • 26 days annual leave plus bank holidays, increasing to 31 days
  • Westfield Healthcare Cash Back Plan (including cashback for optical, dental, therapies, plus 24/7 GP access and counselling support)
  • Matched pension scheme up to 6% (with salary sacrifice option)
  • Enhanced family leave from day one, including enhanced maternity/adoption and paternity pay
  • Occupational sick pay
  • Financial support options, including season ticket loans, emergency loans, mortgage advice and wellbeing support
  • Paid volunteering days
  • Cycle to Work Scheme
  • Discounted private medical insurance
  • Support to learn, broaden your skills and develop your career
  • A fun and inclusive work culture where individual differences are valued and championed

Closing date: 14 November 2026 (please note we may close the vacancy early if we receive a large volume of applications)
